Wing E3314. *Robert Devereux, 3rd Earl of Essex (1591-1646) was appointed the first Captain-General and Chief Commander of the Parliamentary army in July 1642, and this set of regulations is dated 8 September, shortly before he left London with his troops to march towards the King's forces in the Midlands.
