First edition. *Lacking the dust wrapper. The D notice system is a voluntary one, designed to alert news media to stories that might damage national security if published. In February 1967, British Prime Minister Harold Wilson accused the Daily Express newspaper of breaching two D-notices, after they published an article by Chapman Pincher alleging that private cables and Post Office telegrams were being scrutinised by security authorities.
